No more than three medical marijuana cultivation facility licenses shall be issued to any entity under substantially common control, ownership, or management. After retaining no more than five percent for its actual collection costs, amounts generated by the tax levied in this section shall be deposited by the department of revenue into the Missouri veterans' health and care fund.
